Yeah. The comment itself is irrational, but the journey that brought that person up to this point is based on a single string of reality. Over time, a series of "facts" meant to magnify and entrench the fear of becoming such a victim were added and this sort of mentality was born.
From their point of view, they'd have every reason to believe that big bad pharma has no scruples and the shady, corrupt government is complicit every step of the way.
