What does one have to do with the other? Are you under the strange apprehension that if virologists weren't working on vaccines, they'd be working on nuclear reactors?
a) When development of the vaccines started, we didn't have much data other than that people were dying by the tens-hundreds of thousands. We didn't have good data for lethality / risk groups before some time had passed.
b) Because of continuous mutations, we couldn't be sure that the data we did have was representative of what was going to happen in months/years.
c) The economic crisis that would have followed hundreds of thousands of more deaths, millions of lost man-years due to sick time, and potential collapse in the healthcare system would far outweigh the cost of vaccine development and distribution?
When you look at the economic consequence of the shut-down that did happen, and the resulting disruption of supply lines, you have to realise how much worse it could have been, and that development and distribution of vaccines was likely a long-term net economic gain, not a loss.
Thats before we even factor in the humane consequence of letting hundreds of thousands, maybe millions, more people die than what we have to, and only look at the economic side of things.
