who do you think makes the decisions in a communist dictatorship the communist party run by one dude who also always happen to be the richest people in the communist system because its build in to a one party system that's why its a dictatorship. a democracy does not depend on who makes the decisions it depends on the separation of powers that are build into the system it is required to even be considered a democracy. communism does not even pretend to have that. would make that one party rule thing a bit difficult you can never have one party rule and be democratic the system to even make that possible would be a contradiction to any concept of democracy and would be build in.
