Just use Meme Generator on android. It has all the templates and no watermark.
Use krita on desktop
It is open source by the good folks from KDE
Even better, use GIMP because Krita was intended to be a drawing software and GIMP was intended to be a photo editing software.
I tried gimp, didn't like it much
Felt right at home with krita
My wife uses Krita on her drawing pad.
Use MS paint like a civilized person.
It has some pro templates too, but guess what, just use a bigger one and crop it out after.
