Of COURSE Google can do something! They can actually validate claims before acting om them, but thay would require responsibility on their part.

Nope. There's no penalty to them for processing likely-invalid DMCA notices. There is civil liability to the person filing false notices, but any enforcement is unlikely.
YouTube's? I don't think they'd even notice if this one channel went away entirely.
No. YT can take things down and their legal responsibility ends. Right or wrong, it's legally safe. So they DGAF.
