What do you think, the owner of this random business has a full-time painter on staff? Painting is a contract industry. Someone accepted money directly to destroy this artwork.

The owner of the building has every right too decide what is painted on their building.
And we have every right to chastise them for their stupid ass decisions. Just like you have every right to completely miss the point.
