The moron cannot imagine a solution that doesn't involve throwing some money at. Because all his problems are solved by lawyers and/or a few million dollars, it's outside his ability to understand the scale of real problems
It boggles the mind further. His solutions are to throw money at problems... and then say naaaah, not going to actually pay the money.
It just seems moronic to us but him and his followers have trouble understanding large complex problems so they are very attracted to very simple solutions. The concept that large groups of people co-operating to meet a difficult goal is a completely foreign concept.
