Rome didn't start putting up walls like Hadrian's until the end of the empire. The Rome of Pax Romana had no limits.

28 2 ReplyI mean I get your point but Hadrian's reign specifically (as well as his predecessor's and successor's) is considered to be the high point of the Empire
