No, really. It was probably biological. What do you think it was, if not that? Something to drop into a water treatment system, in order to poison people?
credible awnser is hot soup in a big glas, so hot it builds steam pressure. Color looks onh white in the vid but could be more nuanced in reality...id say its potatosoup.
Actually? My guess would be paint.

The splash hits the vehicle then rapidly runs off the wall leaving no colour. Probably not paint.
