They were saying 16C is abnormally hot for winter
If they were, then my mistake, but I don't think that's what they were meaning. They're in Bueno Aires and the average winter temp is right around 16C, so I think they were saying it's the same as normal to discredit our climate change concerns.
depends where you are. 16c on a winters day here is pretty typical, the coldest nights might drop to 5c
