Syncthing, which syncs my files between my phone and computer. I can rip a music CD on my computer and it's instantly sent to my phone so I can listen to it on the bus or wherever.
Is the sync LAN only?
Syncthing can work over the internet with no additional config, they use Relays for that (similar to what Plex offers when port forwarding is not possible)
Yes. With a vpn you should be able to bypass that restriction.
