How can I cast photos and videos from an Android phone to a Windows PC? (no screen mirroring, have the PC act as a chromecast or similar device instead)

Hello, I'm looking for a way in which I can cast specific media files such as images and videos to a Windows PC.
The big problem is that everything I find only mentions screen mirroring. However, due to privacy reasons I don't want to mirror my screen, instead I want to send specific videos and photos (local and maybe also external such as youtube links) to the screen.
I thought I would find a software capable of doing this but haven't been able to find anything solid. Ideally it would work with Android's native casting options, but if that's not possible then it's also okay to install a client / agent /app on the phone as long as it supports casting specific media files and not mirroring the screen.
I use an app on my Windows 11 laptop called PhoneLink. It gives me a UX for calling up specific apps on my phone and displays on the laptop screen. It connects through Bluetooth.

Hm… I guess warpinator might work, you send the file and open it there.
I used to use an app called airmore on my phone and desktop to play music. It does photos and videos too. If I remember you download the airmore app on your phone(I think you have to install it by apk) and then it’ll direct you to a web Adress on your pc. Once there you scan a QR code to pair thr devices and you can cast stuff from your phone to your pc. I haven’t used it in a while but it always worked pretty decent for me.

Dont know if its a perfect solution, but you can set up kodi on your pc and then use something like the newpipe app and/or the kodi remote app to send videos to your pc?
If you're on android, look up an app called BubbleUPnP, it will allow you to stream media via standard UPnP protocols to other devices from the phone. I used it with one of my old VR headsets so that I could keep a video library on my phone's 128GB MicroSD card and wirelessly stream movies into a virtual cinema inside the headset (which had almost no free storage, hence this solution).
You should be able to get the same thing to work with a PC.
