Try installing the package noto-fonts-emoji
If this doesn't work, try reinstalling all the noto fonts packages. I've had this issue once before and reinstalling fixed it.
If neither works, try reading through the comments of this package: https://aur.archlinux.org/packages/noto-color-emoji-fontconfig
