guy just admitted to doing what must be a war crime right off the bat, breaching doors with "green tips" is using armor penetrating routing to blow holes in doors and anyone behind them

He could be telling the truth. Chris Kyle claimed he cleared houses out in Fallujah and killed a bunch of people.
The joke here was about high-precision weapons / surgical strikes, both of which are labels that have a strenous relation to reality, at best.
