I'd love to see a real plan to ban cars in Manhattan. With street cars/light rail running east to west every few blocks, dedicated bike boulevards and mass investment in the subway it's eminently doable.
Some reverse commuters would seethe but fuck you, move to the suburbs.
There are some grocery stores in NYC that have service train stops underneath. You would need to have something like that built out and easy to plug into before getting rid of cars. It's doable though. Secaucus is already like a park and ride station. Van Cordt in the Bronx has enough space to act as another if they eminent domain all the mansions.

I mean yeah, transit expansion necessary. And if you plan to actually make the streets impassable to delivery vehicles then I guess stores need freight access, but just to ban or severely restrict private cars?
