It is. The 1948 Universal Declaration of Human Rights, of which Canada is party to, made it as such.
Unfortunately the UDHR is not enforceable...
It is by way of the Charter of Rights and Freedoms, among others.
That's great and all, but what can be done with this? Of course we can't just go to our landlords and be like "uh...ma freedoms!".

Well....not paying stupid amounts for a roof over my head, let's start there.
