Didnt this artist do a lot of mass effect comics?
It looks almost like lewdua, but not quite, I don't think. I also have a distinct 'I know this artist but can't place it' feeling.

Maybe the OP image isnt done by this guy, but was close enough to fire off the neurons that remembered reading those mass effect comics so very many years ago.

Yeesh, you're right. all I ever saw of his was the mass effect comics, usually reposted elsewhere.
