House expects to vote on a government shutdown plan with deadline just hours away

I wonder if they kept the outbound investment stuff in there. Musk killed the bipartisan deal because it makes it more difficult for American companies to open factories in China. It didn't make it to plan B. I doubt it made it to plan C.
