Maybe I'm not understanding things properly but, aren't the latter four points also good to fight against pollution? Or is it just car-brained people complaining that they cannot take their car wherever they want anymore?
I think it's more meant in a push/pull way. So what did they do to incentive people to take an alternative to a car and how did they punish people who do take a car.
What do you mean by left behind? Those 4 points have been implemented as far as I know
My interpretation is that the first list is new positive things they built to make it feasible and the second list are actions they took to reduce the things causing negative impacts.
You can ask them if you want. I'll post a screenshot next time to avoid confusion, sorry.

All things that ANY city could do if it weren't for NIMBYs and a lack of political will to.

The amount of hate Hidalgo received because of her efforts to reduce cars in Paris is absolutely bonkers...

Nice the air quality improved. I wish they would also improve people quality, there's only one place in France where there are Nice people.

Its amazing how fast nature recovers when humans disappear.
