I haven't read the article I admit, but I'm thinking that they should be made to restore it all to its former glory as well as the fine.
So, a pittance.
No no no! If CORPORATIONS have to Pay to Clean Up their CATASTROPHIC MESSES then they WONT Invest in the US and create ~~LAYOFFS~~ Jobs! We need TAXPAYERS to Clean this Up and I KNOW we can Afford it because I don't have my Social Security anymore!
