As the title says, we've got a lot of reports about this, and we have Rule 7 - Should we take a hardline stance of no OF/SC/links etc? Vote in the comments.

Would they still be able to ask for private messages?
Well, currently the rule is "no pestering for off-site contact" so yes - DM requests should be ok as long as it's above-board.
