Have you not had a passport before?
MOST countries enforce a neutral expression.
Driver's license too, at least here in Canada
The person at the DMV was confused why I was staring blankly (actually not, just a neutral expression) when taking a photo for my license. She told me that it’s ok if I wanted to smile. It’s weird how you’re allowed to have a non-neutral expression on driver’s licenses in the US.
Not in Nova Scotia, a friend texted me a joke and I couldn't stop smiling. It was accepted.

I wrote it in the description but people seem to miss it.
It is an unnatural expression though, a natural expression would be how your face looked without you trying to change anything. ie. a straight face
Uhhh most passport or id photos must be Biometric meaning natural expression and no changes.
