I was thinking the exact same thing. These news headlines are becoming increasingly unreadable recently... Like would it really be that much more space/effort just to add a "them" to the title??

Which I feel would be clearer and shorter. You could definitely do even better than that, but what I'm saying is there's at least a few ways that the title could have been made both clearer and more concise.
The headline as it reads right now is “ Accuser who previously claimed former New York Gov. Andrew Cuomo groped her filing lawsuit”. Headlines don’t have periods because they tend to cause people to stop reading and therefore not read the articles.
This is very old school journalism 101 thinking. Look at what headlines actually are. They were always “clickbait” or “eye bait” but there are plenty of headlines that use punctuation.
This comment ends like a modern headline. But will you accept the point?
