Honestly, it's criminal that he wasn't running Starfleet by the time he got back. How many times did he die? Two? Three? And still not even making Lieutenant.
- Tbf most Lieutenants have not once died before promotion since it's an indirect requirement to be alive during the promotion ceremony
- The Harry that made it home wasn't even the original -- he was a quantum duplicate. The original Harry died for realsies.
  
  Or the duplicate crew and ship made it back and he was the only original member of the crew
