I've worn heels on some inadvisable surfaces in my time and can imagine exactly what it would feel like to sink into this stuff.
Pretty gross, if you were wondering.

Five bucks say some mom got hurt trying to walk in the gravel and threatened to sue.
- I think that’s a poured rubber surface, high heels fuck that shit up right quick.
  So types of high heels can exert 1600 PSI.
  
  I reckon this is the correct answer. It’s in a popular wedding venue, so it’s probably to try and dissuade the pissed-up mums from having a crack at the swings and fucking up the surface on the way.
