They don't actually, because Russia didn't attack civilian centers far beyond the front lines of combat. The attack on Belgorod was not part of a Ukrainian counter offensive. It was retaliatory collective punishment of civilians. Which is unsurprising for Ukraine given the way they've been killing ethnic Russians in the Donbas since 2014.
