My understanding is that it allows you to play planar video from a website, but not (yet?) side-loaded videos that are spherical/hemispherical. And the latter is what these people really wanted for this application.

Pretty sure there's an open standard for VR as well (WebXR), Chrome supports it but Firefox doesn't.
Lots of smartphones can do VR video too, when you add a set of VR goggles that fit it. Just plain goggles with no electronics that hold the phone in front of lenses that you can strap on your face. It's simple enough that it should be possible on any VR display system actually.
