If he actually does know she hates rollercoasters then he's the asshole
A coaster that size would cost millions and millions so it is a very expensive poorly chosen gesture.
That rollercoaster might also kill people with the g-forces.
If the G forces didn't kill you, being launched off of the question mark definitely would.
