So the way it works is you rate how much you dig each candidate in an election,
The average ratings for each candidate are compared, and the two highest scoring candidates go to an "automatic runoff" where any ballot that rates one higher than the other is counted for that candidate, and vice versa.
Conducting votes this way maximizes the amount of "my vote matters" you get out of any given election even compared to other non Plurality voting systems because unless you feel exactly the same about both of the highest scoring candidates, your vote won't be "exhausted" and even then it won't really be because your non plussed comparative opinion of them contributed to the average that sent them to the runoff round anyways.
And even then it doesn't have to be considered exhausted or wasted, because there's multi seat STAR, where you fill the seats by repeating the Automatic Runoff phase with the two highest average scoring remaining candidates, which means that even if you feel like having rated the two highest scoring candidates the same "wastes" your ballot, you still influence the runoffs of all the other candidates the process goes through before all seats are filled!
Maximum Expressiveness, Maximum Value per Individual Ballot, Maximum Satisfaction with Outcomes for all Participating Voters (especially for multiseat races!)
