The spec is open source, particular implementation are typically under patent/copyright protection.
Not that they can be enforced effectively, unless the chips are exported into the US.Isn't the whole point that china wants to implement it themselves so they would know if it's secure (i.e. has no western backdoors and has chinese backdoors)?
