The delayed shipment was for precision weapons, Israel doesn't need precision while carpet bombing. This is a weak attempt at making Biden appear like he's had enough .
While Biden also delays that report that, if it were even remotely close to honest, would bar any future shipments or aid.
I can only assume Biden thinks his base are idiots.

I assume he assumes that he can get away with these games. And these games are fairly transparent. holds one shipment of precision missiles, while delaying a report that, if it has any integrity at all, and congress has any shred of integrity at all... will effectively sever all aid?
