First off, Sex workers are still workers.
Secondly, this isn't even the sexiest billboard I've seen let alone if we're counting video ads too.
I think that's gotta be part of the point of this ruling. Ignoring who is being advertised, this billboard is no sexier than your average car/perfume/alcohol/underwear ad, so it shouldn't be disproportionately limited.
