How stupid. You don’t think criminal organizations won’t be smart enough to just do the illegal math that you’re trying to ban? Looks to me that it’s just monitoring and controlling regular people.
This isn’t much different from banning encryption. You’d have to get seriously draconian to ban the use of numbers in unapproved ways.

Criminal organizations, LOL. They want to scan images and videos, right? A single pic may provide too little space this way, but in a video one can use a few lower bits in every color of every pixel of every frame, and of course the data would be encrypted.
I wouldn't need to write a program for that.
I would convert the image to hide my message in to an XPM image, which is a human-readable format. I would split my message into the portions which I deem sufficient to take from every point. Converting hex rgb colors to binary and back is not hard. I would have to count how many colors I have and which is it for which sequence and which point yadda yadda. Or alternatively I suppose one can use a bit mask in ImageMagick, where I'll have only to combine the source image and the one with my message and the mask (unchanging). I'd then convert that to fucking PNG.
For a video I'd, well, use ffmpeg to split it into frames, then do with each frame as described, then combine them back into a video.
That would require ImageMagick (and ffmpeg if for videos), PGP or OpenSSL, and writing a clumsy slow script to use those.
Guess I'll be contacting my MEPs, and looking into which MEPs support and oppose this plan.
Though I am glad to see my country at least has stated it finds the proposal unacceptable.
This law is so utterly stupid in it's conception, I'm at loss for words.
As if any underground chat in the Darknet built and run for nefarious purposes would give a flying s--t about this.
Additionally, chat monitoring would not apply to accounts used for national security, investigations, or military purposes.

Well, if you don't live in the EU, it doesn't directly matter, other than in your ability to communicate with people in the EU.
If you live in the EU, then I suspect that talking to European political entities like the various Pirate parties, or to EDRi to try and get it legislatively-reverted is probably a step to take a little before killing and dying.
If you live in the EU and it doesn't get legislatively-reverted and you consider it to be totally unacceptable, well, there are a number of countries in the area that I imagine people can migrate to, like the UK or Switzerland or Norway. I'd probably look into that before the whole killing thing.

Soon there are European elections. Voting for the Pirate parties and getting other people to vote for them is a good way to stop this. They are fighting hard against this law. Especially Patrick Patrick Breyer of the German one. Anja Hirschel, who will follow him, will likely continue with the same vigor.
Donations are also a great way to support. Donate to the Pirates, EDRI, or local groups opposing this.
Of course there are steps before that. There are many laws I don't like and since they are not enforced we just live without respecting them
