I just noticed that my post is not getting federated, is my home instance blocked?

I can't log in, can't reset my password, my account just seems to be dead.
How do you contact an admin from an instance I can't log into?
- How do I add users as mods in my community?
I can't seem to find the function anywhere. I tried googling and found someone talking about the three dot menu. I clicked the three dot menu on posts people have made but it only has block and report as options.
Am I just missing it somewhere?
