I saw a couple cars like this just the other day, had no idea this was a thing, seems like a hazard to me

yeah it must be. The article (as much as it was one) didn't say. I guess green would have been more festive
I'm pretty sure that having blue lights on your vehicle is illegal not even mentioning the blinding effect which I guess is also very illegal and dangerous
