Update: it's a Jemena issue that seems to be stemming from some planned works that didn't go to plan rather than the heat. Estimated repair time four hours. At least I can still watch the cricket.
I've never really understood brownouts. Do they basically just lower the voltage? Or is it more like intermittent short power outages (kinda like a flicker lightbulb except it's everything)?

A brownout is lowering the voltage in an electrical power system. In this case, they've lowered the voltage for Heidelberg, and prolly surrounding 'burbs, to prevent a total blackout (where too much power is consumed by the grid and it either cuts entirely, or the DB will cut it before damage is caused). Brownouts are meant to ensure everyone still has some power, rather than no power at all.

I think there's less power coming through. The tv works, and one light, and the fridge seems to still be running but the inside light is dim. Nothing else. I imagine it'll come good at some point. The safety switch hasn't flipped so I reckon it's them not me.
