If a Republican governor was saying this about a Democrat president, I'd believe it. They will flagrantly break the law if they can get away with it. There's nothing Newsom can legally do to get around tariffs, he just wants a headline. And Democrats will always follow procedures if it means that the poor will get hurt.

Maybe, but the article title is misleading. He never said he wanted to skirt tariffs, he said he wanted to expand with trading partners. That's vague liberal speak and that usually means "do nothing."
