Oh no, of course he can't. There's decorum and precedent to consider! Best to give him free reign to do whatever the fuck he wants without fear of consequence or repercussion.
- Wouldn't want to upset our dear ruler now would we?
  
  Nor do those with similar positions as him want to establish precedent that they can be held accountable, which is the root reason why it took 4 years to accomplish exactly nothing.
