Is this a freak occurrence? How rare or common are these?
We've been overdue for a very big one for a while. Kids do earthquake drills in school, infrastructure is slowly being prepared for it, and alert systems are tested annually
But past that it's rare to have any shaking really
For example, this article opens with

"I think the first that comes to mind is, 'Is it leading to the big one?'" one resident said.
