I'd say the affected states will call out for help, and international communities will send it. But Trump will huff and puff from his high seat claiming his own help will be great, then actually do very little himself. He won't outright block outside help though, because it'll be mostly free aid....

He will however absolutely nitpick every single thing offered, vastly delay it with checks at the border, and talk about how stingy other countries were and how inferior their offered aid was, while also refusing any federal aid.
