what do you mean? I'm sure they got evidence and so on, or he is just completely random stranger who was sitting at a mcdonald's minding his own business and got arrested and now completely perplexed by what is happening?

Obviously I don't know for sure. But there are plenty of videos of the shooter and plenty of videos of Luigi hitting on a girl, but no videos of evidence combining these videos together. Where is the video of Luigi leaving the hostel and prepping his get away and then shooting the CEO?
