Why is that Windows 7 with the XP wallpaper?
Because Bliss is the best wallpaper. I use a 4K version in Windows 11.

Is that 7 or Vista?
- Vista still had the old-fashioned tasbar without dock-like behaviour.
I'm not sure if the widget on the right is a Vista or 7 widget. Both systems look very similar.
