It means Dictatorship of the proleteriat as opposed to the Dicatorship of the bourgeious most of the world lives under.
I just wanted to add to what the others said that, in Marxism, "dictatorship" is used to refer to a class having near-total control over a society, which has been the case for most societies since late pre-history.
