Some of the most unsafe gun handling I have seen has been by active military and law enforcement, when they come to my silly little game for silly people (USPSA).

For steel specifically, with pistols, no steel is allowed to be shot closer than 23 feet. For good reason. Rifle? I think most 3gun stuff is no less than 50 yards because how powerful rifles are
A local cop got kicked off the target range at a local gun club because the range instructor area saw him flagging multiple people and told him to knock it off. Cop blows up on him "How dare you tell me what to do you're not my real dad!" style before eventually getting sent home.
Of course, the piggy calls the president of the club and got the range instructor fired from his position. Totally normal country.
Yea I really don't know how anyone who's shot a gun before would look at that and think it's OK to actually shoot. You'll get lucky if you always shot alone like this and at targets at an angle (like he appears to be doing but it's a photoshoot for some reason )
Unless that's a .22lr rifle that is danger close to be shooting 5.56 at steels. Like sure if it's 9mm or whatever, I have done my share of lead-plating steels at that range, but 5.56 is moving fast as hell at that distance and a fragment will absolutely punch through skin.

The funniest thing about this to me is the complete lack of self-awareness. Like, obviously, this is a photo op meant to demonstrate his gun bona fides, which we now know he utterly lacks. But...couldn't he have asked, literally anyone for advice? Personally I have very literal practical experience with guns (although I somehow know more than this dumbass), but if I were a politician doing something like this I would call up a buddy who knows their shit and be like, "Hey, dude, can you give me some pointers so I don't make a complete ass of myself?" The fact that he clearly didn't ask for (or listen to) any advice before doing this and no one stopped him really speaks volumes.
