As part of the supposed "casus beli" against Ukraine. So Russia expanding their bio-weapon labs means...
Ok but to be fair that first part is how that works. In order to treat and immunize against a powerful virus/bacteria, you need a powerful virus/bacteria. So any biolab will be partially focused on creating powerful bioweapons, so that they can create cures to those same weapons
