I wonder if there is some kind of noise or scent dispenser one could use as the spindle to dissuade this behavior.

  The cat has access to all the rooms. They can, and will, crawl under the doors of most houses.

My 4yo did this the other day. Apparently we still have some potty training work to do...
My initial understanding was that it's the cat that really got to go but the human did shenanigans with the toilet paper
My cats are 14 and one of the little assholes JUST learned how to do this. Sigh.
