It was pretty shitty behaviour then and now. The change is just whether people not directly targeted by it realized it, or faced consequences for it.

Because as the quote says, it's not him doing it. It's the character he's playing doing it.
Which is an important distinction, and answers a question that probably wasn't serious to begin with
