Good Tsar, bad Boyars", sometimes also known as Naïve Monarchism, is a Russian political phenomenon in which positive actions taken by the Russian government are viewed as being the result of the leader of Russia, while negative actions taken by the government are viewed as being caused by lower-level bureaucrats unbeknownst to the leader.

Everyone blamed the administrators working for him in the new world thinking they were deceiving the king. Actually, the king making his distain for the colonists clear was a major motivator towards revolution for many people
