Lenovo Cuts the Windows Tax and offers Cheaper Laptops with Linux Pre-installed

So does Dell but I'd rather buy their Latitude line up pre-owned, they seem to have QC issues lately on their motherboards and once you manage to get a good motherboard they basically last forever.

I wouldn't touch their Inspiron line up with a 20m pole.
