America spies on it's allies as well as adversaries. All of the EU nations and the UK also spy on the USA. No one likes surprises. When a foreign leader has a meeting with your leader, your country's intelligence agencies want to know everything that could give them an advantage in the meeting. The foreign leader's favorite food, their biggest fear, what movies they like, which countries they are making secret arms deals with, their progress toward a nuclear arsenal, and so on.
"should not" and "cannot" mean different things.
